Russian billionaire energy moguls should respect their social responsibility and invest in the national grid amid soaring demand, the prime minister said.

Russian Prime Minister Vladimir Putin blasted oil moguls, including the tycoons managing embattled Anglo-Russian venture TNK-BP, for mismanagement and underfunding their power generation companies, the Financial Times reports.
"We were counting on a responsible position from the owners," said Putin. "But unfortunately far from all have shown responsibility and have preferred to search for excuses to avoid doing any real work."
He warned the tycoons that the Kremlin could impose stiff fines or prohibit access to the electricity market unless they put money back into the grid.
The recession that pummeled world markets last year suppressed energy demands, forcing Moscow to rein in energy ambitions. As markets limping out of the economic crisis, however, Russia was hit with one of the harshest winters in years, straining the national energy grid.
Meanwhile, Putin said, oligarchs were not meeting their obligation to return their investments to the country.
"During the crisis we did everything we could to support you," he said. "The crisis is fading away so I ask you to fulfill your obligations."
