Doosan Power Systems is to base a wind research and development centre in Scotland to target the third Scottish Territorial Waters offshore leasing round.

Its plunge into offshore renewable power will involve two phases, the first of which will see it create 200 jobs through investment in the Renfrew offshore wind research and development centre.
The second phase will see it establish a wind turbine assembly factory in Scotland, its wind group director Mark Garnett revealed to NewNet.
Garnett said Doosan is in the process of entering an agreement to define its offshore renewable energy business, whose target customers will be power utilities and North Sea wind farm developers.
The company garnered up to £170m in investment for the two-pronged wind base from regional development organisation Scottish Enterprise, as well as using funding from its own balance sheet, according to Garnett.
The Western arm of Doosan Heavy Industries, which is already a global power player, is also considering branching out into further territories and other renewable energy technologies.
Garnett said, ‘Doosan is expanding its business into renewables, initially focusing on offshore wind but will also consider broadening this reach to other technologies as opportunities arise. We are establishing our European hub here in Scotland, looking first at the UK round 3 projects and then expanding to the broader European opportunity.
‘We would look to collaborate with utilities in Europe to further our power business. The industry needs new blood and we may expand into wave and tidal, which suit our core capabilities. We are keeping an eye on developments.’
Doosan may also be attracted to intensify its Scottish offshore wind operations if a fourth Scottish Territorial Waters leasing round is instigated, with the third round providing a strong impetus for its new wind base.
The power services major has already ventured into wind turbine development in Korea, where it has begun to roll out wind turbines that it has developed in-house.
‘We chose Scotland to locate our wind base because of access to the Scottish Territorial Waters, UK Round 3 roll out and its provides a sound competitive and logistical base.
‘We have a fully commercial 3MW turbine in Korea but our main focus in the European market will be the development and commercialisation of our new 6MW product due for initial pilot deployment in 2013.’
