President Barack Obama acknowledged that Republicans' big gains in Tuesday's elections meant he would not have the votes to drive ambitious climate change legislation through the U.S. Congress.

Obama said some legislators lost their seats in the House of Representatives partially for supporting a bill that would have curbed U.S. greenhouse gas emissions. The House of the Representatives passed the measure in 2009 but it did not get support in the Senate.
Obama said both political parties agreed the United States needs a better energy policy.
