Ministry of Environment (MoEN) of the Republic of Moldova (RM) is the state authority responsible for development and promotion of policies and strategies addressing environment protection, rational use of natural resources and biodiversity conservation. On behalf of the Government of RM, MoEN is in charge for implementation of international environment treaties to which RM is a Part (including Rio Conventions). Representatives of MoEN and subordinated institutions also act as GEF and UNFCCC Focal Points.
In view of implementing and accomplishing the UNFCCC provisions, as well as mechanisms and provisions of Kyoto Protocol based on Order No. 21 as of February 11, 2004, the Climate Change Office (CCO) was established under the Ministry of Ecology, Constructions and Territory Development of the RM (reorganized through separation into the Ministry of Environment and Natural Resources and Department of Construction and Territorial Development, based on Low No. 26 as of February 13, 2004 ‘On modification and completion of the Article 24 of Low No. 64 as of May 31, 1990 on Government), on the base of Project Implementation Unit set up in 1997 responsible for implementation the UNDP-GEF Project “Republic of Moldova: Enabling Activities for the Preparation of the First National Communication under the United Nations Framework Climate Change Convention (UNFCCC)” (1997-2000); UNDP-GEF Project “Climate Change: Enabling Activities (Phase II)” (2000-2002), which delivered the National Report “Technology Needs and Development Priorities” and the Feasibility Study “Renewable Energy”;  as well as the UNDP-GEF Project “Moldova: National Capacity Needs Self Assessment for Global Environmental Management” (2003-2005), which produced the “Environmental Management: Report on National Capacity Self-Assessment”.
The basic objective of the Climate Change Office is to implement the Republic of Moldova’s commitments under the UNFCCC, ratified through the Low No. 404-XIII from 16.03.1995 and Kyoto Protocol, ratified through the Law 29-XV from 13.02.2003.
The main tasks of the Climate Change Office include: (a) logistical support to the Government, central and local public administrations, NGO’s and educational establishments in the activities implemented and promoted by the RM under UNFCCC and Kyoto Protocol; and (b) implementation of the Climate Change projects and programs, focused on the assessment of greenhouse gases by source and sink categories and producing the National Inventory Reports; development and implementation of mitigation projects; development and implementation of the climate change adaptation projects; evaluation of the climate change impacts on the country’s biological and social-economic components; ensuring cooperation, promotion and implementation of the activities and projects under Clean Development Mechanism (CDM) of the Kyoto Protocol; implementation and facilitation of the awareness raising and information activities aimed at civil society, professionals and decision-makers on climate change issues, etc.
The Climate Change Office acts as national executing agency for a number of Technical Assistance Projects, like: UNDP-GEF Regional Project ”Capacity Building for Improving the Quality of Greenhouse Gas Inventories (Europe/CIS region)” (2003-2006); UNEP-GEF Project “Republic of Moldova: Enabling Activities for the Preparation of the Second National Communication under the United Nations Framework Climate Change Convention (UNFCCC)” (2005-2009); TACIS Regional Project “Support for Kyoto Protocol Implementation under TACIS Program in twelve CIS countries” (since 2008) and UNECE Regional Project “Energy Efficiency Investment Project Development for Climate Change Mitigation” (2008-2011).  
To be mentioned as well that the Secretariat of the National Commission for the implementation and realization of UNFCCC and Kyoto Protocol mechanisms (which acts in the RM as the Designated National Authority for Clean Development Mechanism of the Kyoto Protocol) is also located in the premises of the Climate Change Office (the National Commission was established through the Government Resolution No. 1574 as of 26.12.2003 and its objective is to promote at the national level the policies and strategies for the achievement of the objectives of the CDM of the Kyoto Protocol).
PhD Vasile Scorpan is the Manager of Climate Change Office since its establishment in 2004, concomitantly acting as National Coordinator for the projects implemented through CCO.
